The scope and responsibilities of the AIB is set out in three documents - the Articles of Association and Internal Regulations of the AIB; and the Principles and Rules of Operation or PRO (also known as "the Basic Commitment") which, as a "living document", is continually being refined to meet the developing needs of a maturing market.

The detail underlying the PRO is proposed in a domain protocol template, which is used by each member country in developing its own rules for adminstering energy certificates according to the general concepts set out in the PRO.

The AIB oversees ongoing development of the PRO, and the general management and oversight of international trading, according to its Articles of Association and Internal Regulations. It also coordinates the ongoing management of intefaces between the computer systems which enable issue, trade and redemption of certificates.
