The July 2002 decree implements the Electricity Decree of April 2001, which promotes renewable source electricity. This provides a green certificates scheme which has the objective of reducing CO2 emissions, and obliges each supplier to meet a quota of renewable source electricity in its total supply of electricity. The Walloon government established a target of 3% at the start of the system (July 2003); with further targets of 7% by 2007, and 12% by 2010. The final 12% objective is to be achieved by producing 8% from renewables and 20% from CHP. In the event of non-compliance with the quota obligation, the supplier will be fined €100 per MWh, which is placed in an energy fund.
The Energy Regulator (CWaPE) checks the quota obligation every three months, and publishes information about renewable source certificates. The Government is considering allowing renewable source electricity producers the choice of participating in the green certificates system, or benefiting from a government support system at €65/MWh.
