AIB publishes analysis on linking Guarantees of Origin and the Union Database

Ahead of the revision of Implementing Regulation (EU) 2022/996, AIB sets out how national Guarantee of Origin (GO) registries and the Union Database (UDB) can be connected.

In its paper “Linking Guarantees of Origin and the Union Database – design follows responsibility”, AIB summarises an assessment by its Gas Scheme members of the options for connecting GO registries with the Union Database (UDB). It is aimed at both policymakers and the IT architects designing the interfaces.

AIB’s central message is clear: the allocation of responsibilities under EU and national law should guide the IT design, not the other way around. Member States remain responsible for GOs under Article 19 of the Renewable Energy Directive, while Proof of Sustainability (PoS) information is recorded in the UDB.

AIB therefore proposes to:

  • Keep GOs under national supervision.
  • Link GO and PoS records through shared identifiers and a single, coordinated cancellation process.
  • Accommodate the national database route provided for in Article 31a(5) and
  • Phase in the connection so that every Member State can participate.

AIB and its members offer their operational and technical expertise to the European Commission, Member States and the UDB team to help design and test a connection that prevents double claims and supports a liquid cross-border market for renewable gas.
